Back-to-School Safety: OTS and Caltrans Urge 'ABCs' for Drivers, Pedestrians, and Bicyclists

As the new school year begins, traffic around school campuses increases, bringing heightened risks for children walking, biking, or being driven to school. To address this, the California Office of Traffic Safety (OTS) and Caltrans are reminding all road users of their 'ABCs' for safety: stay Alert for Bicyclists and watch for and yield to Children crossing the street. This initiative aims to reduce accidents and ensure that students arrive safely.

Drivers play a crucial role in protecting vulnerable road users. OTS advises drivers to take their time, be patient, and always obey speed limits, especially in school zones. Extra caution is needed at crosswalks and intersections, where children may be present. Distracted driving, even a quick glance at a phone, can have tragic consequences, and driving under the influence is strictly prohibited. Drivers should also adjust to weather conditions, such as rain, fog, or darkness, and when passing bicyclists, they must give at least three feet of space.

Pedestrians, including students, are encouraged to use sidewalks when available and walk facing traffic if no sidewalk exists. Crossing outside of designated crosswalks is discouraged; instead, use marked crosswalks and look both ways before crossing. Making eye contact with drivers at intersections ensures they see you. For visibility in low-light conditions, wearing bright or reflective clothing and carrying a light is essential. Staying alert by avoiding headphones or phone use while crossing busy roads is also emphasized.

Bicyclists, including those on e-bikes, must prioritize visibility and predictability. Planning routes along bike paths or dedicated lanes away from heavy traffic is recommended. Bicycles should be equipped with lights and reflectors, and riders should wear properly fitted helmets and bright clothing. Learning hand signals for turning, slowing, or stopping helps communicate with drivers. Always yielding to pedestrians is a must.

E-bike safety is a growing concern as their popularity rises. E-bikes can reach higher speeds than traditional bicycles, increasing the risk of severe injury. Class 1 and 2 e-bikes can travel up to 20 mph, while Class 3 e-bikes can reach 28 mph. Rules vary by class: helmets are required for riders under 18 on Class 1-2 e-bikes and for all riders on Class 3. Riders must be at least 16 years old for Class 3 e-bikes. It is illegal to ride e-bikes without pedals, as they may be classified as e-motos and not allowed on roads. Riders should stick to bike lanes or legal paths, avoid busy roads, and be predictable in their movements. Local laws may differ, so contacting local law enforcement is advised.
