COPE China Seminar Highlights 24hreview as a Pre-Submission Integrity Layer to Address Structural Gaps in Academic Publishing

At the 2026 COPE China Seminar, jointly organized by the Committee on Publication Ethics (COPE) and the Society of China University Journals (CUJS), a new initiative called 24hreview garnered significant attention for its role as a pre-submission integrity safeguard layer for publishers. The platform aims to address structural gaps in the academic publishing ethics system by providing a standardized, shared pre-submission integrity layer for the global academic community.

During the seminar, held in Beijing on June 17, 2026, in-depth discussions covered academic publishing ecosystem governance in the context of AI, collaborative prevention of research misconduct, and publication ethics standards. COPE Chair Nancy Chescheir emphasized COPE's mission to uphold the integrity of the scholarly record and expressed appreciation for innovative explorations in China's research integrity landscape.

The 24hreview initiative emerged from a CUJS survey of 1,036 Chinese researchers, which revealed that only 19.64% of authors were familiar with COPE policies, while 86.7% supported pre-submission checks. The survey identified three structural gaps: late-stage screening (18.6%), limited capacity of individual journals (18.3%), and a lack of shared mechanisms and self-check tools (16.1%). The case report noted that these gaps are systemic and require coordinated industry-wide solutions.

24hreview operates at the pre-submission stage, before a manuscript reaches the publisher, ensuring that every submission has passed standardized integrity checks. Its three core features are standardized screening dimensions, integration with existing submission systems, and completion of checks within 24 hours. Launched in 2024 under CUJS, the platform piloted with Wiley and grew from 8 to about 80 participating journals. The pilot demonstrated smooth integration with publishers' workflows and reliable verification of manuscript integrity.
