DVIRC, a leader in accelerating America's manufacturing competitiveness, has relocated to Building M4 at the Philadelphia Navy Yard, marking a strategic move to drive maritime and high-tech manufacturing resurgence. The organization signed a five-year lease with expansion options, positioning itself at the center of the Northeast's industrial ecosystem within the 1,200-acre innovation campus that hosts over 150 companies and 16,500 workers.

The relocation to historic Admiral's Quarters overlooking the mothball fleet signals DVIRC's commitment to forging what President & CEO Chris Scafario calls "a new arsenal of prosperity." The headquarters is undergoing renovations to preserve its historical status while transforming it into a high-performing command center for research, training, and consulting. This move aligns with the Navy and Marines' 250th anniversary celebration in October, with DVIRC planning to welcome senior Navy leadership and dignitaries to highlight the Navy Yard's role in modernizing the naval fleet.

Central to this initiative is DVIRC's Artificial Intelligence Center of Excellence for Manufacturing (AiCE), which will invest seven figures by 2027 to deliver AI training, awareness, and service development for small and mid-size manufacturers across the NIST MEP National Network. The AiCE represents what Scafario describes as "a game-changing investment in our region's future," already having empowered hundreds of regional workers to adopt transformative technologies that strengthen Greater Philadelphia's more than 5,600 manufacturers employing nearly 190,000 people.

The AiCE initiative focuses on integrating AI into everyday manufacturing operations, from predictive maintenance to supply chain optimization, transforming businesses while building a skilled workforce prepared to lead the next wave of American manufacturing excellence. This investment supports industries ranging from biopharmaceuticals and chemicals to advanced materials and precision manufacturing, positioning the Philadelphia region as a hub for defense manufacturing innovation and technological advancement.
