FleetCollect, a trucking-compliance software platform, now allows owner-operators and small fleets across all 50 U.S. states to order DOT drug and alcohol tests on demand for $60 per test and enroll in a nationwide FMCSA random-testing consortium for $8 per driver a month. Both services operate through a single FleetCollect account, with specimen collection at over 19,000 sites, analysis by SAMHSA-certified laboratories, and Medical Review Officer (MRO) review included.

For most small carriers, DOT testing is a fragmented process. Ordering a single pre-employment test typically involves calling multiple collection sites, arranging lab services, and finding an MRO separately. Joining a random-testing pool requires comparing consortium administrators with opaque pricing and selection practices. Under 49 CFR Part 382, CDL drivers operating commercial motor vehicles must participate in a DOT drug and alcohol testing program, and owner-operators who drive their own trucks must join a consortium for random testing. FleetCollect's launch addresses both scenarios: the carrier that needs one test today and the carrier that needs a standing random pool, without forcing the first group into an unwanted membership.

Carriers can order a single DOT drug test for $60 without any program requirement. Whether for pre-employment, post-accident, or other one-off testing, FleetCollect schedules the collection at a nearby site, routes the specimen for laboratory analysis, and delivers the MRO-verified result. No enrollment, subscription, or consortium membership is needed to order a test.

For carriers subject to ongoing random-testing requirements, FleetCollect operates a DOT drug and alcohol testing consortium priced at $8 per driver a month for a single-truck operator, or $80 per driver a year, with per-driver pricing dropping to as low as $2 a month for larger fleets. Enrolled drivers are selected for unannounced testing at the FMCSA minimum annual rates of 50 percent for drugs and 10 percent for alcohol. When selected, FleetCollect texts the driver a pass to a nearby collection site, notifies the carrier, and documents completion for audit purposes.

Both offerings utilize a national network of over 19,000 collection sites and SAMHSA-certified laboratories, with every result reviewed by a Medical Review Officer before reporting. Consortium members also receive Designated Employer Representative (DER) sign-off support, ensuring required employer actions are documented. Additionally, FleetCollect is registered with the FMCSA Clearinghouse as a C/TPA, and the consortium includes FMCSA Drug & Alcohol Clearinghouse queries for pre-employment and annual checks.

Available nationwide, both on-demand testing and the consortium are accessible to owner-operators and small fleets across all 50 states. “Most owner-operators don't wake up wanting a consortium — they wake up needing a test,” said Herman Armstrong, founder of FleetCollect. “So we built testing the way a small carrier actually buys it: order the single test you need today, and if you're required to be in a random pool, the consortium is right there on the same account.
