New Markets Tax Credit Program Fuels Economic Growth with 350 Projects and Over 61,000 Jobs in 2024

The New Markets Tax Credit (NMTC) Program has once again demonstrated its pivotal role in fostering economic development across the United States, with its 2025 Progress Report revealing the funding of 350 projects and the creation of more than 61,000 jobs in 2024. This initiative, aimed at revitalizing low-income urban and rural communities, has not only provided essential capital to areas in dire need but has also underscored the program's efficiency and effectiveness in job creation and economic stabilization.

With an allocation of $4.8 billion in NMTC funding, these projects have attracted a total investment of $8 billion, showcasing the program's ability to leverage private sector investment for public good. The federal cost per job was remarkably efficient, averaging under $20,000, highlighting the program's cost-effectiveness in addressing unemployment and underinvestment in distressed communities.

The report sheds light on the program's broad geographic impact, with projects located in 44 states, the District of Columbia, and Puerto Rico. A significant portion of the financing, 81.3%, was directed towards severely distressed communities, with 30.1% benefiting non-metropolitan counties. This targeted approach ensures that the benefits of the NMTC reach the areas most in need of economic revitalization.

Among the key sectors benefiting from NMTC financing were manufacturing and industrial businesses, with a record 114 projects supported. These initiatives have been particularly transformative in rural areas, creating nearly 35,000 manufacturing jobs since 2020. Additionally, the program has made strides in expanding access to healthcare and education, funding 75 healthcare projects and supporting educational and training facilities, thereby addressing critical community needs.

The NMTC's success over the past two decades, creating more than one million jobs since its inception, makes a compelling case for its permanence and expansion. As the report illustrates, the program not only delivers capital to underserved communities but also fosters job creation, economic growth, and the development of essential services, proving to be an invaluable tool in the nation's economic development arsenal.
