The UMD-REACH program—Research, Equity, and Access in Communication and Hearing—had been making substantial progress in helping people learn and communicate better before the funding interruption. Program co-director Matthew Goupell expressed mixed feelings about the reinstatement, noting that while they are grateful for the restored funding, the uncertainty has consumed valuable time and resources that should have been dedicated to scientific advancement and health improvement.

According to Goupell, the program received notification that its grant was being terminated because NIH policy does not prioritize research programs as part of diversity, equity and inclusion efforts. This policy shift created immediate challenges for programs specifically designed to address health disparities and promote diversity in research fields. The interruption forced researchers and administrators to divert their attention from scientific work to administrative crisis management.

Goupell emphasized that the time spent dealing with administrative complications and uncertainty directly reduces the capacity to advance scientific knowledge and train the next generation of researchers.
