Western Star Resources Inc. (CSE: WSR) (OTC: WSRIF) (FRA: 4K2) has engaged KC Harvey Environmental, LLC to lead drill-permitting at its 100% owned, past-producing Rowland Tungsten Property in Elko County, Nevada. The company has also initiated engagement with the Mountain City–Ruby Mountains–Jarbidge Ranger District of the Humboldt-Toiyabe National Forest. This move marks a significant step toward resuming exploration at the historical tungsten site, which has potential for critical mineral supply.

KC Harvey Environmental, a Bozeman, Montana-based consultancy specializing in mining permitting and reclamation, will prepare and submit a Plan of Operations (USDA Forest Service form FS-2800-5) for the proposed Phase 2 drilling program. The company will also support the National Environmental Policy Act (NEPA) review process. Founder Kevin Harvey, a board-certified professional soil scientist and President of the American Society of Mining and Reclamation, will lead the efforts.

Western Star CEO Blake Morgan emphasized the importance of parallel work: “Engaging KC Harvey and opening dialogue with the Jarbidge District Ranger is the logical next step for Rowland. The Rowland Property contains three confirmed zones of historical tungsten workings, and the company believes the extensive historical disturbances will streamline the NEPA pathway. The Plan of Operations is the principal authorization required from the U.S. Forest Service for drilling on National Forest System lands. KC Harvey’s scope includes environmental baseline studies, reclamation planning, and coordination with USFS.

This development is important for several reasons. Tungsten is classified as a critical mineral by the U.S. government, and domestic production is virtually nonexistent despite its strategic uses in defense, aerospace, and industrial applications. Advancing the Rowland project could help reduce reliance on imports from China, which dominates global tungsten supply. The engagement of a reputable environmental firm and proactive engagement with regulatory authorities signal a methodical approach to permitting, which is often a bottleneck for mining projects.

The company is concurrently conducting Phase 1 exploration at Rowland and intends to submit the Plan of Operations in parallel with state-level reclamation permitting.
